  Yes, because that is what she thought was happening. "I'm going to do something you don't like" sure does sound like a threat to me. She also said "a man with a bike helmet"...do you think she is especially afraid of bikers? Isn't the most reasonable reading that she is describing the man, and not scheming that she can get the cops to come out and kill this stranger who is annoying her?
