This has always amazed me. I have found that competence+capability often have very little to do with reward+recognition.
I think managers-- bad ones-- pigeonhole people and make decisions on personal preference.
I once worked for a Fortune small cap-- and there was this incompetent manager (IM), nice guy-- assigned to the hardware portion of the project. There was this very competent manager (CM), assigned to the software portion.
It was recognize by management that IM was running his half of the project into the ground-- but the management "liked" him, so they assigned all his work to the CM and then promoted IM so he was now CM's boss and didn't have to do the work he couldn't do.
CM took on twice the workload and lead the project to success.
The perverseness of this is staggering. IM is given more money to do nothing. CM has to do twice the work for the same amount of money.
Later, the company tried to fire him for an injury he sustained on the job, claiming he was "no longer able to perform his job function."
