I've had this sentiment for a while now. From my experience I see companies bloat their teams with engineers mostly because they want full control over every line of code and estimate. I have to produce more status reports than code, and that just feels wrong. Software is itself a solutoin to so many problems of process in companies, but the tendency is to throw more people at the problems, instead of better "engineering" (for lack of a better term).
That said, raising the bar for software engineers would produce more correct software, at the consequence of needing less people, and therefore making the whole field even less accessible to juniors and non-math people that want to also code. A good comprimise here would be having a technical hierarchy that rivals the non-technical hierarchies, such that the top software engineers (who writes code and knows about correctness etc, etc) can influence the business decisions as well.
