Not sure about other countries but under current US laws it wouldn't be able to fly supersonically over land. Boom has been trying to get the laws to be a limit on noise heard on the ground rather than speed but that's going to take a long time to change if ever. If the boom plane or similar is a success and airlines started lobbying for change then maybe something could happen.
