This appears to be a much more feasible problem than autonomous cars. The number of routes are pretty limited and they can be fully mapped in advance. Also boats move fairly slowly, and in most cases there are only a few of them so they can be easily tracked. The main risk I see are swimmers. It is illegal to swim in fairways, but remember this is Amsterdam.
