To be fair - they are. Who provides Google the most money? The unwashed masses seeing adverts and clicking on them. Not people paying for an email service :-) Obviously this is a simplification - it's the adword customers they care about. Until Google Apps customers are contributing billion+ they probably don't really care that much.
