Given the state of Intel macOS of recent past it is not entirely impossible that Apple put in hardware specific optimization work into m1 macOS but ignored Intel one for whatever reasons.
I mean he's compiling the Linux kernel inside of docker which runs on macOS Intel and M1. There's also hypervisor implementation involved - hardware and software.
If he booted ARM Linux on M1 and compared the kernel compile there with one on Linux on Intel MBP it would be more apt. But then again Linux isn't optimized for the Mac especially for IO workloads due to AHCI / NVME driver issues - see phoronix.
So yeah we will need a 8c Ryzen 5xxx mobile in Nuc form factor (PN50) vs Mac mini M1 benchmark when Linux is somewhat decent on that hardware.
