It may not be able to charge since the cables use methods to sense and communicate with the power source and device to determine allowed charging characteristics. I use wireless charging and bought some Anker PowerCore 10000 PDs for my cellphone, headphones, GoPros, raspis/arduinos, and in emergencies, laptops. Each is good for a number of full cellphone charges, so if you're really paranoid, that's probably the way to go.
