This seems pretty subjective to me. Kuala Lumpur is listed as 50 on "Happiness, Culture & Leisure" vs "Helsinki" at 100. I know for me if I had to choose between the two I'd pick Kuala Lumpur of Helsinki any day for "Happiness, Culture & Leisure".
As for city safety, while Singapore being #1 is probably correct I'd find it hard to believe Tokyo is not #2 over Helsinky, Oslo, Zurich, Stockholm. For example checking Stockholm vs Tokyo on Crime via Numbeo
https://www.numbeo.com/crime/compare_cities.jsp?country1=Japan&country2=Sweden&city1=Tokyo&city2=Stockholm&tracking=getDispatchComparison https://www.numbeo.com/crime/compare_cities.jsp?country1=Jap...
Shows Tokyo's crime is half of Stockholm's
I'm sure there are lots of other discrepancies

"safety" does not just mean the absence of crime, but "The degree of safety provided by a city in more than a dozen key areas, including environmental, social and infrastructural security. Indicators include statistics on injuries and fatalities, damage caused at an economic level, public opinion data, and data on the vulnerability of a location to particular hazards."
