I think it's at least possible these drones may actually reduce collateral damage. Some combatants work amongst civilian populations, using the potential for collateral damage in their favour. Smaller, highly targeted drones could reduce the effectiveness of using civilians as shields. Obviously some scary as hell scenarios as well, but just pointing out there might be some benefits.
