After looking up the author's background, it appears she accomplished this in California back in the 70s. I'm not sure if this is still possible because the minimum age to take the GED in CA is now at 18+. The alternative to that is to take the California High School Proficiency Exam (CHSPE) which requires a minimum age of 16+.
