  He's saying it because this is where the Overton window of Republican rhetoric has been moving for at least the last decade and because it's what many Trump supporters like himself believe. He's just ahead of the curve.

  He'd absolutely love to be a test case for that. Plus, it's a good distraction from some minor financial peccadilloes. But I don't think it's the only reason he's saying it. The America First movement represents a style of conservatism that sees its members' social and political power at imminent risk of permanent decline due to demographic and societal changes. There's a militant dimension to this movement that frequently gives voice to the idea of a second civil war being fought against political disenfranchisement, and while Gaetz may or may not take such an idea seriously he knows that alluding to it is an easy way to get loud cheers.
