As a follow up, I think that having a proper 'template' of what you would consider ideal specs would go a long way in helping those that can produce such a thing as well as weeding out those that may not be up to the task. I could get rather detailed, but my fear is that the more detailed I get, the larger scope of a project it will appear as.
