Not a lawyer but I would be interested in what neighboring states legally could do against this while remaining within the rules of the constitution.
On the thinking behind this: some people believe vaccines are bad (they're not). They also believe any imposition to them by the state is tyranny. Therefore, vaccines and the restrictions around the pandemic are but the first steps for the USA becoming a vassal state of the new world order! They cannot say this last part out loud as it sounds crazy (it is). So it's rephrased as "freedom of choice", which ironically is in stark contrast to their positions on abortion.
As a Clevelander who often drives through East Cleveland I somewhat agree that maybe a lottery is not the best use of $5 million.
