I’ve seen often that these people bid for the papers in a particular subfield and get assigned to the paper that they rejected in the previous conference. I’ve seen two reviewers give the exact same review at two different conferences even though the paper had incorporated the changes from the previous one. Thankfully the AC was receptive to the concerns raised by the author and the paper was accepted.
