While I've never had an experience that bad, I've certainly peer reviewed utter garbage from one Chinese professor, who was publishing something like 200 papers a year. I don't care how many graduate students you have, there is no way all of that is original research. And in my case, it was an obfuscated version of a very well known theory that any freshman would know.
