That is simply western culture and nothing inherent. Whether you like it or not, you'll see women swarming to IT/programming/CS soon enough. Just the smart men are no longer enough. The smart women are needed as well. There is huge demand for people in those positions, more than ever, and programming is starting to become necessary for non-computer-oriented jobs as well. In some cultures (for example, India) a lot of women are already programmer. It's also starting here, for example my sister recently learnt Python for her research job.
