It rests on assumption that a diploma is everything one needs to launch a career. Guatemala villager will attach a NFT to resume, and bam, becomes US manager... really? In reality it's much about personal connections. It's much harder to make them online.

i think they are just rdferring to credentialling and creating a public archive thats searchable no need to go ranting about how subjective those credentials are.
