A private police force wouldn't rely on after-the-fact payments, but on subscription-like service contracts. Citizens could still hire private investigators, of course.

That doesn't describe a private police force, but today's police which works according to its own priorities[1]. Employee of a private police force has a very strong economic motivator - customer feedback (or customer retention, as far as owners are concerned). If you provide a shit service you lose at least one subscriber - not (possibly) in some election years later, but as soon as next month.
Does Netflix support ask you to pay up before they investigate your regular service issue?
