  Thank you for linking this paper! I was trying to find it and link it myself. I have found that it is true, actually. I had to write [1] to get portable sane behavior with signed arithmetic, and it obviously will slow my code down. Exploiting UB hurts conscientious programmers who actually try to avoid UB.
