Most FOSS happens to be gratis as well but that's not intrinsic to the FOSS model. Culturally, the FOSS community has been allergic to exploring new business models to see where there can be alignment with their production models. eg: I think models such as feature bounties could be a sustainable path for many FOSS projects but almost no FOSS projects look into such things.
