It depends upon the organisation's character. It comes down to whether the org has not invented here syndrome or not. Conforming new developers, trying to portray an org is tech driven are few egs. In my opinion is it a bad idea to do it as you end up building accidental complexity in an organisation. A org should focus on creating business value and building frameworks and tools from get-go is an anti-pattern in general.
