I don't think this will happen. American conglomerates are too dependent on both Western and non-Western markets to push for a fracturing. It would mean a lot of work and duplicated effort to offer the same services across multiple Internets on top of destroying lots of supply chains (what do if vendor X only has an API on the American Internet but vendor Y operates off the Chinese Internet?). A lot of money lost for something that could be fixed by just investing in cybersecurity.
