It probably wouldn't scale and give an unfair advantage to "pirates", but I think DCMA takedown requests should be handled by actual humans instead of 24/7 bot services such as the one used here. Increasing the bar of entry would force people to actually go after worst offenders instead of just casting the widest net that they can.
