It can train to sniff certain chemical, but it can also train to bark whenever police officer order to do so. It shall not be trusted for criminal investigation. This is not meant as a snarky comment but the negatives you listed are the actual reasons US police use them. It makes their jobs easier. They don't care about justice in the end.
