Surely we'd want an explosives sniffing dog walking around at the Boston Marathon, for example. There is abuse when bad cops use $TOOL, but that doesn't mean that there are no legitimate uses for $TOOL. The proper fix is to create a legal and social culture in which government officials of any kind are held to a high moral standard.
