Apple's Unix CLI tools are largely derived from FreeBSD, not GNU coreutils. I've seen no evidence that Apple is actively holding those back. That you prefer the GNU version is an entirely different matter from Apple not shipping "a modern version." Frankly I'd prefer the GNU version too, but still.
