I used to be an SRE for AMZN and I 100% on board with replacing shell scripts and init with types configuration files (like Dhall for example) and a system that is written in Rust for parsing and understanding those files. I think this is the best part of SystemD. There are other projects like S6 for example. I need to understand more about Fly's implementation of init, I am very curious.
