I'm still confused. I'm assuming a web frontend to a batch process enqueues things until it's time to run that process. Why can't it enqueue things 24/7? Updates make some sense, but most situations I see things of that sort it's "X may be down for maintenance during these hours", which it usually isn't most of the time in reality.
