Much like starting a 'garage team' for innovation, it doesn't seem like it makes much sense to use generalist hospitals to handle extremely intense covid patient waves. It seems like field hospitals where more resilient doctors and nurses make significantly more money from a hazard pay perspective that can handle significant ramp would make way more sense. That way, the people who can handle it get the extra comp and treat one thing (and become very good at both the rapid changes in the course of the disease and the treatment of it).
