My phone is snappy and the user experience is amazing. It's rare that it's visible to the user that this is happening. If I minimize an application on my laptop then why shouldn't it just sleep?

"desktop/laptop" multi-window/multi-app WIMP interface requires lots of active processes. Apple did implement the capability to freeze apps and kill apps with no windows but there was a huge outcry and few apps advertise this ability to the OS.
