This isn't about Russia or the US or politics or anything else you're talking about. It's about the Russian government's particular stance on cybercrime perpetrated against other countries. Unlike most other countries in the world, they explicitly choose to permit it as long as Russian citizens aren't targeted by it. That's the only thing I'm referring to, here; not anything else their current or past governments or any other country's governments have done or are doing.
