It's possible to set up a Yubikey (or compatible) as the primary 2FA and Google Authenticator (I use Authy but it works the same) as a backup. Once you've done that, you can remove SMS as 2FA. At least you could several years ago when I did it this. I could not remove SMS first, I had to have 3 methods and then I was able to remove it.
