  Two dots would look like the camera is used by two apps. That’s not the scenario. Also I doubt Apple wants to turn the UI into a Morse code sequence to be deciphered by users.

    They just want to do that with the hardware... How many finger and swipe combinations are there with the home button, or trackpad?
