Yeah I have switched back and forth between WordPress and Hugo a few times. Every time I am using Hugo, my writing declines but I spent a lot of time tweaking CSS. This might be due to the fact that I am using code editor (vs code) to write blog posts, so I switched to a writing editor (iA Writer). That helps a bit but still it is so tempting to keep tweaking look n feel. These days I am back on WordPress mostly because I want to focus on writing now.
