Small businesses can't afford to pay $1200 per month?

  It's much more than $1200. It's $300 state and $300 federal, weekly, so $2400 a month. But business can't offer $2500 and rake in the applications. When you're getting $2400 a month for sitting around watching movies all day, it is going to take a lot to move the needle and make you want to go back to work.
