Yes it's a strange idea in the US that water should be preheated. Using cold water first is a lot more effective at removing things like dairy and eggs for example. It's way more environmentally friendly to use cold water and let the dishwasher heat it to the correct temperature especially since the first rinse is short so the heated water will just be pumped out again pretty fast.
