I started hearing the idea that people wanted more personalized ads when I joined an ad tech company, and I have only heard it since from people working in the space. It doesn't seem to be an idea that normal people voice. I have heard the opposite, which is people getting creeped out due to things like getting ads for infant products before they've told their family they're pregnant (presumably inference from browsing).
