Pretty much the only regulation is the laughably bad DOT helmet standard. (https://www.youtube.com/watch?v=0BUyp3HX8cY https://www.youtube.com/watch?v=0BUyp3HX8cY). Every rider I know who wears a helmet, buys an ECE or Snell helmet instead.
