I think maybe the real threat is that regardless of this, the Five Eyes (https://en.m.wikipedia.org/wiki/Five_Eyes https://en.m.wikipedia.org/wiki/Five_Eyes) will still be in play. That really means much more than the CIA, and in a way doesn’t move the needle much from a law enforcement perspective, but for civil liability related to GDPR, it should provide EU data subjects better protection generally.
