- bawolff 5y agoUSA could have modified their agreements with the manufacturer of AZ so that they could fill their agreements with other countries before the usa one destined for a warehouse the usa had no intention to use. Or just get canada to agree to the terms. Pretty sure canada has already agreed to similar terms elsewhere.
