Read the comment again, it’s not a tax cut. It’s a revenue neutral tax increase on carbon, returned to the people who are now paying more for just about everything. Poor people who don't use much carbon will net benefit. The rich who are now paying a bit more to re-fuel their private jets will pay a bit more.
