Actually L. Smolin has been a proponent an even more similar idea, referred to as cosmological natural selection[1], first presented in Smolin's book "The life of the cosmos"[2] published in 1992, with the argument that the universe evolved analogous to biology natural selection driven (rather civilizations) by black hole collapses.
