Who underwrites this kind of experiment? I can’t imagine that the FKMCD or Oxitec have liability insurance that covers the externalities of modifying wildlife. They also don’t have the manpower but I see this comes under the umbrella of the EPA and therefore the Federal Government. That gives some assurance that if a Really Bad Thing happens, there will be global-scale resources to implement a cleanup.
