I'm not in the US so I don't have personal experiences with these services. It would be possible to require a bank/money transmission license in order to integrate with the iOS NFC payment scheme. That would prevent scammers / untrusty startups to hijack the instant payment markets. If reasonable Apple could require some technical capabilities (time to transfer) as long as they are fair and reachable for up-to-date participants. On Android my local German bank offers a NFC payment system which works just as well as Google Pay and Apple Pay as far as I can tell.
