Well remember when they scanned a bunch of books? Like all the books in a bunch of libraries? That was physically turning pages, photographing them, doing OCR and then correcting that. By comparison create a library of public works in terms of audio to test copyright claims, and reject or put greater requirements on ones for public domain works would be relatively easy.
