However, I'd be surprised if nearly everyone wasn't capable of the rest. I don't have the link handy, but the examples he mentions (train catalogue/newspaper) are the same explicitly mentioned in the Federal government's reports on the subject, and a significant portion of the population is not capable, according to those reports.
