I'm sure that among certain demographics the word is still used, but that is no different from the use of the N-word in the US, where it is used by some black people as an in-group term for their exclusive use (think gang culture and such). In polite Dutch conversation, print publications, television, radio, et cetera, the word is not bandied about, and addressing a random black person as 'neger' is certainly not recommended and will likely get you in trouble.
