About local election, I seen just a bit of this village vs village thing, but 99% of voters blindly vote the same party since they could vote (only exception if the party got split or merged then they are forced to may think a bit). We did not had the issue here of "the other village got our funds so our roads are worse", usually the complaints are something like "the party in power does not like our mayor because is a different party so this is the reason , or if you do not like the mayor then the reason is because he is a thief". As an example a house burned down in the next village and people from neighboring villages donated funds for the poor family(empathy)
