I don’t think this is that much of a barrier. Tracphones are very cheap, disposable phones, it’s possible to get a phone. At pretty much any level in fact the government will give you a phone; sometimes referred to as the Obama phone. I have a disposable cell phone that I use specifically for signing up for services so I don’t have to give them my actual phone number. I take the point that nobody wants to go over their phone number to a massive Internet conglomerate, but I don’t see it as a barrier to signing up.
